Problems and Solutions in Construction Supervision

Construction supervision is a critical process in construction projects because it ensures that the work is carried out in accordance with established quality, schedule, and budget standards. However, numerous challenges negatively affect efficiency and the achievement of the stated objectives. Among the most significant issues are ineffective communication among the different teams involved, the absence of standardized records, poor practices for monitoring physical and financial progress, and the frequent omission of fundamental ethical considerations in project management. For this reason, the general objective of this text is to design a set of standardized forms intended to address the most common problems faced in construction supervision. These tools include a code of ethics, a construction logbook entry manual, meeting minutes, and a weekly physical and financial progress report. The proposal is based on a detailed review of at least six relevant sources, including books, scientific articles, and specialized videos, as well as on practical evaluations conducted by experts in construction supervision. The results clearly indicate that these tools can significantly improve transparency, organization, and safety in construction projects. These solutions not only address current problems but also provide a solid framework for achieving continuous improvement in construction supervision. Construction supervision faces multiple challenges that negatively affect the overall performance of projects. One of the main problems is the lack of a consistent and systematic record of the events and agreements that take place during project execution. This lack of documentation creates confusion, delays decision-making, and causes disputes among the parties involved. According to Varela (2007), inadequate supervision can lead to cost overruns, significant delays, and legal complications, highlighting the urgent need for effective tools that ensure proper project management. Another relevant challenge is the insufficient ethical training of supervisors. Many critical decisions made during construction may be influenced by conflicts of interest, external pressures, or incorrect interpretations of applicable regulations. The absence of a clear code of ethics limits supervisors’ ability to act professionally and responsibly. These problems not only affect the day-to-day development of projects but also have a negative impact on the reputation and long-term sustainability of construction companies. For this reason, it is essential to propose comprehensive solutions that address these conflicts at their root.

The theoretical framework supporting this research is based on solid regulatory and academic sources that provide an appropriate foundation for the proposed solutions. For example, the Housing Law (2019) clearly establishes the guidelines necessary to ensure that construction projects comply with quality, safety, and habitability standards. These criteria are essential for determining which aspects must be supervised and how such supervision should be carried out efficiently. Similarly, Zavala (2024) states that one of the greatest challenges in construction projects is the lack of tools for assessing risks and anticipating problems. This observation emphasizes the importance of having standardized forms that integrate both progress monitoring and preventive risk analysis.

Specialized project management literature also highlights the importance of ethical and operational standards in achieving successful supervision. According to Varela (2007), implementing standardized tools significantly improves communication and decision-making, resulting in greater efficiency and fewer conflicts. The proposed hypothesis states that, if standardized forms based on best practices and current regulations are implemented, construction supervision will become more efficient, transparent, and capable of mitigating conflicts, thereby achieving more effective project execution. This hypothesis is feasible because the proposed tools have been specifically designed to address the current deficiencies in construction supervision. Proper training and the willingness of project teams to adopt these tools will be determining factors in the success of the proposal.

The proposed code of ethics seeks to establish a clear framework to guide the professional conduct of supervisors. This document includes fundamental principles such as impartiality, integrity, and commitment to quality and safety. Its implementation requires initial training and periodic reviews to ensure effective compliance. The construction logbook entry manual, on the other hand, proposes a precise structure for recording daily site events, specifying what information must be documented, how it should be recorded, and the required level of detail. It also includes practical examples to facilitate its adoption.

The meeting minutes form is designed to document, in a structured manner, the topics discussed during meetings and the commitments undertaken by each participant. This format ensures that all parties involved clearly understand their assigned responsibilities and the next steps to be taken, thereby reducing misunderstandings and potential conflicts. Additionally, the weekly physical and financial progress report integrates essential information regarding the project’s physical and financial performance, including preventive risk analyses and occupational safety considerations. This tool is indispensable for making strategic and informed decisions. The supervisors who evaluated the proposed forms highlighted their positive impact on organization and communication within construction projects. They emphasized that these tools provide a structure that facilitates the detailed monitoring of activities, agreements, and progress, significantly reducing the possibility of conflicts and misunderstandings. In particular, the weekly physical and financial progress report was highly valued for its ability to integrate multiple project dimensions into a single document, facilitating timely adjustments to strategies and helping prevent delays and cost overruns. Furthermore, its focus on safety strengthens the prevention of occupational risks, promoting safer and more productive work environments.

Finally, the implementation of these standardized forms represents a practical and highly effective strategy for addressing the problems that affect construction supervision. These tools establish a consistent and clear record, reducing ambiguity and minimizing conflicts caused by insufficient documentary clarity.

By defining clear and repeatable processes, the forms streamline operations and facilitate effective communication among supervisors, managers, and contractors. One of their greatest advantages is their ability to organize relevant information logically, enabling decisions to be based on accurate and up-to-date data, which positively affects compliance with project schedules and budgets. In addition, the transparency generated by these forms strengthens trust among all stakeholders. They also play a crucial role in promoting an ethical and professional environment, protecting the interests of the parties involved and strengthening the reputation of construction companies. However, the success of their implementation will also depend on adequate staff training and a strong commitment from senior management to incorporate these tools into the organizational culture and ensure their consistent use and compliance.
